docs: architecture - add negative gate test baseline (#31)

Upgrade the public architecture blueprint to V2.97 with baseline-gate-negative-test-suite.yaml as the fail-closed evidence chain for release gate, starter gate, audit export, runtime admission, and lifecycle state transitions.

Validation:
- make test
- git diff --check
- required CI checks passed: markdown-lint, link-checker
