fix(data): sync_and_persist_daily_batch 补接 failed_out 参数

#514 (285dd9b7) 在 daily_pipeline 修复/定向分支传了 failed_out, 但函数
签名漏接 → TypeError: sync_and_persist_daily_batch() got an unexpected
keyword argument 'failed_out' — v0.3.21/22 所有走「数据修正/boot 自检
修复/实时 gate 修复」路径的同步必炸 (用户截图实锤), 恰好是用户恢复数据
的路径; 普通增量分支不传该参所以未暴露。

签名补 failed_out 出参, _finalize 统一透出内部分块拉取失败清单, 对齐
#514 意图 (单票失败上浮 stage_errors 而非静默当成功)。

验证: 新增回归测试 2 条 (修复前红 — 复现截图 TypeError; 修复后绿);
bare_symbols/fuyao 流式同步 14 个相关用例无回归; 后端全量 3536 passed。
