fix(custom): config_from_dict 白名单补上 full_minute — loader 清洗白名单含它而配置模型构建阶段漏了, 自定义源的「全量分钟」数据集被静默丢弃, 表现为设置页试拉报 does not configure dataset 'full_minute'、provider_has_dataset 为 False、分钟全量批量同步链路静默失效; 回归测试覆盖 清洗→YAML加载→load_all 注册→provider_has_dataset 全链路 (此前能力授予层测试 mock 掉了该函数, 真实路径无覆盖)
