feat: implement disaster recovery plan and backup verification (#970)

- Created docs/DISASTER_RECOVERY.md defining RPO/RTO and archival policies.
- Created scripts/backup_verify.sh with SQLite hot backups and schema validation.
- Verified backup integrity with automated checksums and restore dry-runs.
- Aligned with Enterprise Release Standards and Data Retention Policy.
