feat(swqos): add Lightspeed (Solana Vibe Station) support

- Add LightspeedClient using standard JSON-RPC sendTransaction
- Add tip accounts (53PhM..., 9tYF5...)
- Add minimum tip constant (0.001 SOL)
- Endpoint format: https://<tier>.rpc.solanavibestation.com/lightspeed?api_key=<key>
