4 people d62d134dfd docs: enhance triage report resilience to API failures (#1447) ...

- Added logic to `scripts/generate_triage_report.py` to detect GitHub API rate limits (403 errors).
- The script now aborts before overwriting triage reports if data cannot be fetched.
- Added fallback heuristics for individual PR file fetch failures.
- Ensured formatting and linting for the modified script.
- Restored out-of-scope files to maintain repository boundaries.
