Resolved critical runtime friction preventing environment setup:
1. Downgraded python-socketio to 4.6.1 to satisfy metaapi-cloud-sdk requirements.
2. Corrected hallucinated/invalid versions in all requirements files and pyproject.toml:
   - torch: 2.12.1+cpu -> 2.5.1+cpu (typo)
   - pandas: 2.3.3 -> 2.2.3
   - gymnasium: 1.3.0 -> 1.0.0
   - rich: 15.0.0 -> 13.9.4
   - structlog: 26.1.0 -> 24.4.0
   - fastapi: 0.138.1 -> 0.115.6
   - sqlalchemy: 2.0.51 -> 2.0.36
   - alembic: 1.18.5 -> 1.14.0
   - redis: 8.0.1 -> 5.2.0
   - tqdm: 4.68.3 -> 4.67.1
   - scipy: 1.15.3 -> 1.15.0
   - scikit-learn: 1.6.1 -> 1.6.0
3. Synchronized scripts/doctor.py CORE_DEPENDENCIES with the verified stable versions.
4. Fixed regression in tests/test_doctor_diagnostics.py regarding Graft Alignment messages and status.

Impact: 'make bootstrap' now succeeds deterministically and 'make doctor' reports SYSTEM READY on first run.
