This commit resolves critical "first-run" friction by aligning the repository's dependency tree with stable, existing versions. Previously, the bootstrap process was blocked by hallucinated pins for core ML and data libraries. Key changes: - Corrected non-existent pins: torch (2.12.0 -> 2.5.1), pandas (2.3.3 -> 2.2.3). - Fixed MetaAPI conflict: pinned python-socketio to 4.6.1. - Synchronized all 7 requirements files, pyproject.toml, and scripts/doctor.py. - Restored 'make bootstrap' and 'make doctor' functionality. Baseline drift in linting and tests remains documented for escalation. No trading or risk logic was modified.
