782e1af270 Establish structured license compliance framework (#582 )

- Add docs/LICENSE_COMPLIANCE.md defining allowed/disallowed licenses.
- Implement .github/workflows/license-check.yml for automated CI enforcement.
- Generate docs/DEPENDENCY_LICENSES.md with current dependency report.
- Update ATTRIBUTIONS.md with proper cross-referencing.
- Resolve NumPy 2.x compatibility issues in the test environment.
