* feat(utils): add AnomalyScenarioBuilder and enhance AdversarialScenarioBuilder - Introduced AnomalyScenarioBuilder with ghost_spikes and stale_data_with_noise. - Added ema_crossover_flicker and rsi_boundary_oscillation to AdversarialScenarioBuilder. - Added comprehensive tests in tests/test_anomaly_scenarios.py. - Verified all scenarios are deterministic and operationally useful.
