* 🧬 Jules02: Synthetic test scenarios — Operational lifecycle and execution quality

This change enhances the synthetic data generation capabilities to support
broader and safer testing of operational recovery and execution quality.

Key improvements:
- Enhanced ScenarioGenerator with deterministic spread_pips and movement-correlated volume.
- Added LifecycleScenarioBuilder for testing multi-stage system transitions (Failure -> Recovery).
- Added ExecutionQualityScenarioBuilder for validating performance guards and slippage logic.
- Robust test coverage for all new generators.

876f3a22dd chore: implement strict governance and release integrity guard (#1087)
- Enhanced scripts/atlas_audit.py with 6 mandatory governance gates.
- Added strict PREPROD_CHECKLIST.md validation (version sync, signatures, GO status).
- Implemented Docker security check (non-root USER enforcement).
- Hardened verify_version_sync.py to treat missing CHANGELOG headers as critical.
- Updated all operational runbooks with executable verification commands.
- Synchronized .env.example with missing macro risk configuration.
- Verified release-readiness via package_release.sh and governance vitals suite.

This improvement reduces deployment risk by automating institutional sign-off verification
and ensuring the repository meets all enterprise governance and security standards
before an artifact is generated.

72e57202df feat: implement enterprise deployment validation gates (#964)
Implemented a comprehensive 11-gate validation framework in `.github/workflows/pre-deploy-validation.yml` to prevent unsafe releases.

Key additions:
- Gate 1-6: Fast validation for quality (Ruff/Mypy), secrets (Gitleaks), config (.env.example), release notes (CHANGELOG.md), version sync, security (pip-audit), and license compliance (pip-licenses).
- Gate 7-8: Functional validation for database migration reversibility and test coverage (>= 85%).
- Gate 9-11: Artifact validation for Docker builds, Trivy vulnerability scanning, and containerized runtime smoke tests.

Refined validation scripts:
- `scripts/validate_env.py`, `scripts/check_release_notes.py`, `scripts/verify_migrations.py`, and `scripts/verify_version_sync.py` now provide explicit remediation instructions on failure.
- Aligned tool versions with `ci.yml` and `requirements-ci.txt` for consistency.

Ensured all gates use high-visibility `::error::` annotations for clear failure attribution. Verified via full test suite and manual file inspection.

efc47e3b38 🗺️ Atlas: Release Verification & Version Sync Guard (#832)
* 🗺️ Atlas: Release Verification & Version Sync Guard

Implement high-impact release-readiness improvements:
- Create `scripts/verify_version_sync.py` to ensure consistency between pyproject.toml, src/__init__.py, and CHANGELOG.md.
- Create `scripts/smoke_test.py` for automated post-deployment verification of Health API, metrics, and audit trail.
- Synchronize project version to 1.1.0-rc4 across all authoritative metadata.
- Update DEPLOYMENT_GUIDE.md and PREPROD_CHECKLIST.md with new verification gates.

These changes reduce deployment risk by enforcing metadata consistency and providing a production-safe 'Go/No-Go' verification signal.
