docs: update daily PR triage and merge-readiness checklist [2026-10-28] (#2141)

- Executed `scripts/generate_triage_report.py` to refresh daily PR triage dashboard (`docs/status/PR_TRIAGE_DAILY.md`) and merge readiness checklist (`docs/status/MERGE_READY_CHECKLIST.md`).
- Updated mandatory rebase target commit SHA to `bddc3fa557d8a73ca8406f80e9a072fc246a09cf`.
- Verified safety guardrail ensuring no 'safe to merge' wording is present.
- Verified unit tests cleanly via `PYENV_VERSION=3.12.13 PYTHONPATH=. python3 -m unittest discover -s tests -p "test_triage*.py"` and `PYENV_VERSION=3.12.13 PYTHONPATH=. python3 -m unittest tests/test_doctor_diagnostics.py`.
