* Add Shingou under Sentiment Analysis & Alternative Data

* Point the Shingou GitHub link at its new org

The integrations repo moved auriontech -> shingou-io. The old path still
301s; the link now resolves directly.

* Move Shingou to Commercial & Proprietary Services

The linked repo holds MIT example integrations rather than the service
itself, so the placement rule in CONTRIBUTING.md puts the entry here.
The description now carries the public prices and the exact permanent
free-tier limits: requests per day, which pairs are live, the delay on
the rest, history depth, and that no card is required.
