## Procedure

||||

2. **Create a cleanup plan before code**

- Bound the pass to the requested files/scope

||||

- Order fixes from safest/highest-signal to riskiest
|
||||
- Do not start coding until the cleanup plan is explicit

3. **Categorize issues before editing**
