新增 AMOS(首尔/釜山)和 MGM(安卡拉/伊斯坦布尔)图表叠加

- overlay_latest_amos_observation: 从 raw_observation_latest 读取韩国跑道传感器数据
- overlay_latest_mgm_observation: 读取土耳其 MGM 官方观测
- 接入 _get_city_chart_data 的 force_refresh 和缓存两条路径
