feat: 添加 README 语言切换入口和 Docker Hub 登录步骤

Browse Source 
- 在 README.md 和 README_EN.md 顶部添加语言切换链接
- 在 docker-delete.yml 中添加 Docker Hub 登录步骤，保持与 build workflow 的一致性
- 提前验证 Docker Hub 凭证有效性，便于排查问题
