fix(ci): set JAVA_TOOL_OPTIONS UTF-8 in Codacy workflow
Fixes MalformedInputException when Codacy SARIF formatter reads Python files containing non-ASCII characters. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
